琉球问题和朝鲜问题，是甲午战前影响中日关系的两大问题。其实，琉球问题先于朝鲜问题发生，事实上也是促使清政府积极干预朝鲜的一个直接动因。日本强行并吞中国藩属国琉球之后，中日之间曾就琉球问题进行交涉，光绪七年（1881）日方自弃所议离去之后，球案进入漫长的重议时期。其间，两国政府尤其清政府，一直试图寻找机会重开协商。
