of The BRICS held in Beijing

On September 22, 2017, CASS Forum 2017 • The Development and Cooperation of The BRICS is held in Beijing. The Forum is sponsored by CASS Presidium of Academic Divisions, and jointly organized by CASS Institute of World Economics and Politics (IWEP), China Society of Emerging Economies, and China International Culture Exchange Centre (CICEC). Over 60 Experts from Brazil, Russia, India, China and South Africa participate in the Forum. A number of media representatives also present at the meeting.

IWEP Deputy Director and Senior Fellow Yao Zhizhong presides over the opening ceremony. Focusing on the achievements of Xiamen Summit, experts provide in-depth analyses of the opportunities and challenges as well as future prospects facing the development and cooperation of the BRICS countries.

In the last ten years, benefited from favorable domestic development conditions and pragmatic cooperation among the countries, BRICS in general have maintained considerable economy growth and, with their share in the global economy as well as in world foreign trade and investment rising, their contribution to world economic growth has become more obvious. According to the experts attending the Forum, BRICS continue to demonstrate their importance as a driving force for world economic growth, and the cooperation among BRICS countries continue to be strengthened. In the last decade the BRICS countries put forward the Strategy for BRICS Economic Partnership, which established a mechanism of senior security representatives meeting and foreign ministers meeting, and increased people-to-people and cultural exchanges. These efforts result in building a new development stage driven by three-wheels, i.e. political security, economic cooperation and cultural exchanges. In particular, the establishment of new development banks and emergency reserve arrangements has strengthened the voice of emerging market countries and developing countries in international monetary and financial system and global governance.

In the context of sluggish world economic recovery and slow progress in international and regional cooperation, BRICS countries also face many challenges in their development and cooperation. According to the experts, the current economic downward pressure on BRICS countries remains relatively high, due to the constraints of both short-term and long-term factors. Adjusting economic structure, transforming growth model, and tapping growth potential have to be the major tasks of the economic policy of the BRICS countries. At the same time, the increasing uncertainty of the external environment and the continued differentiation of these countries’ economic growth pose new challenges to BRICS cooperation. In addition, the relatively loose cooperation model of the BRICS countries, while enabling BRICS cooperation more flexible and inclusive, makes it difficult to form stronger mechanism for the implementation of agreed cooperation measures.

Experts agreed that, although the development and cooperation of the BRICS countries faces many challenges, these countries have also unprecedented opportunities in promoting their development and cooperation. At present, opportunities of the BRICS countries in their development and cooperation can be found at least in four areas. First, the trend of international power structure favorable to the development of the emerging market countries and developing countries has not changed, and the BRICS countries continue to be the driving force in promoting and leading world economic growth. Second, the outcomes of the BRICS Xiamen Summit laid a solid foundation for the development and cooperation of the BRICS countries in the new period, and a series of action plans for implementation will create new opportunities for BRICS. The third is that BRICS countries enjoy favorable conditions for deepening cooperation, and the cooperation in political security, economy, and people-to-people exchanges has maintained momentum. And, finally, the cooperation model of “BRICS+” provides new vitality to the development and cooperation of the BRICS countries. Experts at the meeting believe that, as the projects of Xiamen Summit to be implemented step by step, cooperation among the BRICS countries will continue to move forward, further progress can be expected, and the BRICS countries will have its second "golden decade".
