  Abstract:
  This report aims to conduct a study on issues related to digital trade. The content of the report mainly includes the analysis of the development status of digital trade and the judgment of the development trend of digital trade; studies on the level of digital trade openness; discussions on the impact of digital trade openness on economic development; and policy recommendations for international cooperation in digital trade. In terms of development status, digital trade is the fastest growing type in international trade and is becoming a new driving force for the growth of international trade. The innovation of digital technology in the future will not only further expand the boundary of digital trade, but will also acquire higher value added for digital trade. Digital trade openness is a state between full digital trade barriers and free digital trade. There are notable differences among digital economy powers in the digital trade openness models. Greater openness of global digital trade requires effective governance of digital trade barriers. Digital trade governance has continuously been promoted at the multilateral and regional levels. Digital trade openness will affect economic development. However, the impact of digital trade openness on economic development should be viewed from a dialectical perspective. On the one hand, digital trade openness will indeed promote economic development on the whole. On the other hand, digital trade openness in different countries and different fields plays a different role in promoting economic development. From a global perspective, digital trade is still in its early stage of development and there are still some problems in the process of its openness. This report puts forward policy recommendations on the international cooperation to promote digital trade openness, and the development of digital trade in China.
